In a large skillet over medium heat melt 1 tablespoon of butter. Place ground beef into pan and add spices. Cook until browned
Finely dice onion and add to the pan. Reduce liquid until mostly gone
While beef and onion are cooking get a pot of salted water and bring to a boil. Cook ziti noodles until al dente and strain excess water with a colander.
Add cup of milk to the pan. Cube Velveeta and place evenly around the pan. Reduce heat to low or medium low to melt the cheese.
Once Velveeta is mostly melted evenly distribute shredded cheddar in the pan. Add remaining 3 tablespoons of butter the pan. Stir continuously until melted.
Once cheddar and butter have melted, fold ziti noodles into the pan
Evenly distribute cream cheese, tomato paste, Worcestershire sauce, and soy sauce throughout the pan. Stir continuously until sauce is the desired thickness.
